- This module is specifically designed for the foreign suppliers that manufacture, process, pack, or hold food intended for human or animal consumption in the U.S. The FSVP rule itself imposes requirements on importers, not foreign suppliers. Nevertheless, importers may make requests of foreign suppliers to assist in meeting the importers obligations. This module will explain the requirements of the FSVP rule.

FSPCA FOREIGN SUPPLIER VERIFICATION PROGRAMS (FSVP) COURSE
Description: This course will provide participants with the knowledge to implement the requirements of the “Foreign Supplier Verification Programs (FSVP) for Importers of Food for Humans and Animals” regulation of the U.S. Food and Drug Administration (FDA). This regulation is one of a number of regulations and guidance that implement the provisions of the 2011 Food Safety Modernization Act (FSMA), which focuses on safe food practices. This course is designed for:
- U.S.‐based importers who meet the definition of “importer” in the FSVP rule, which includes those who own or are the consignee of food at the time of entry, or, if no owner or consignee exists, the U.S. agent or representative of the foreign owner.
- Others who have an interest in ensuring that the requirements of the FSVP rule are met, including brokers, exporters, foreign suppliers of food that will be exported to the U.S., persons/business owners who currently buy food from foreign sources, and representatives of foreign governments.
The FSVP curriculum was designed by regulatory, academia, and industry professionals and developed with funding from FDA as part of the FSPCA. In contrast to the Preventive Controls (PC) rules, the FSVP rule does not require you to attend a training program following a “standardized curriculum” recognized by FDA. Attending this course, however, will help you understand the FSVP requirements and how those requirements can be met in your particular circumstance.
FSPCA FOREIGN SUPPLIER VERIFICATION PROGRAMS BLENDED COURSE
This Food Safety Preventive Controls Alliance (FSPCA) Blended Training course was developed to provide an alternative way for individuals to complete the FSPCA Foreign Supplier Verification Programs course. The Blended course consists of 2 parts. Part 1 is online, and Part 2 is instructor-led. Both parts must be completed in order to obtain the certificate of training.
IMPORTANT
Once you start the Part 1: Online course, you must complete the course in six months to be eligible to attend the Part 2: Instructor-Led course. The Part 2: Instructor-Led course is a one-day face-to-face interactive course using the principles learned from the course materials in the Part 1: Online course. You must complete the Part 2: Instructor-Led in nine months after completion of the Part 1: Online course. If you fail to complete either the Part 1 or Part 2 courses within the timeframe noted, you will be required to re-enroll and pay the registration fees again. There are no extensions granted and no refunds given.

FSPCA FOREIGN SUPPLIER VERIFICATION PROGRAMS COMBINATION COURSE
(PARTICIPANT COURSE PLUS LEAD INSTRUCTOR TRAINING)
Description: This course combines the Foreign Supplier Verification Programs participant course and Foreign Supplier Verification Programs Lead Instructor training. Successfully completing this combination course allows you to deliver the FSPCA Foreign Supplier Verification Programs course as a Lead Instructor.
Prerequisites:
- Must be an approved FSVP Lead Instructor candidate (FSVP Lead Instructor application information below)
- Participants must attend the entire course
- Other prerequisites may apply depending on course type/modality
FSPCA FOREIGN SUPPLIER VERIFICATION PROGRAMS LEAD INSTRUCTOR TRAINING
Description: This training provides the Lead Instructor candidate the knowledge and tools needed to perform the duties of a Lead Instructor for the Foreign Supplier Verification Programs course.
The course content is focused on strategies to aid in the effective instruction of the activities and documentation that support the creation and implementation of Foreign Supplier Verification Programs. Administrative tasks for issuing Food Safety Preventive Controls Alliance certificates are also covered as well as a refresher on effective presentation for the adult learner.
FSVP LEAD INSTRUCTOR CRITERIA

Current Human Food or Animal Food Lead Instructors or approved Human Food or Animal Food Lead Instructor Candidates
As a current Lead instructor or approved candidate for FSPCA’s Human or Animal Food courses, you already meet the criteria to qualify as a candidate to become an FSVP Lead Instructor. Therefore, there are two simple steps you can take:
- Update your profile in the FSPCA Community indicating your interest (see instructions below), and,
- Successfully complete an FSPCA FSVP Combination Course
After completion of these two steps, you will be an FSVP Lead Instructor and can register your courses using the normal FSPCA registration procedures.
To update your profile:
- Log into your FSPCA Community account at: https://fspca.force.com/FSPCA/s/
- Click on your name to the right of the Search bar and a menu will open
- Select “My Profile” on the menu
- Click the edit button to the right of your name
- Scroll down and check the box “Consider for FSVP LI”
- Scroll down and Save
For those who are not existing Lead Instructors, a complete FSVP application will be required. Before you begin your application, we strongly recommend you consult the How to submit an FSPCA Lead Instructor Application document. This document provides IMPORTANT information, step-by-step directions and helpful hints pertaining to the completion of your Lead Instructor Application.
- Only approved FSPCA FSVP Lead Instructor Candidates are eligible to enroll.
- Other prerequisites may apply depending on course type/modality. Download and review the course information packet containing the course description, course prerequisites, requirements and recommendations.
- Download and review the course agenda. It will be important for you to be present at the class for the entire time in order for you to receive your Lead Instructor certificate. Failure to demonstrate understanding of FSPCA training materials through participation in exercises, questions asked, teach back observations may result in you not receiving your Lead Instructor certificate.
- Course may be cancelled due to low enrollment.
The FSPCA 2023 Lead Instructor course schedule is being determined. As additional courses are added, all approved Lead Instructor Candidates will be notified.
