Course Descriptions

FSPCA Foreign Supplier Verification Programs (FSVP) Course

Description: This course will provide participants with the knowledge to implement the requirements of the “Foreign Supplier Verification Programs (FSVP) for Importers of Food for Humans and Animals” regulation of the U.S. Food and Drug Administration (FDA). This regulation is one of a number of regulations and guidance that implement the provisions of the 2011 Food Safety Modernization Act (FSMA), which focuses on safe food practices. This course is designed for:

  1. U.S.‐based importers who meet the definition of “importer” in the FSVP rule, which includes those who own or are the consignee of food at the time of entry, or, if no owner or consignee exists, the U.S. agent or representative of the foreign owner.
  2. Others who have an interest in ensuring that the requirements of the FSVP rule are met, including brokers, exporters, foreign suppliers of food that will be exported to the U.S., persons/business owners who currently buy food from foreign sources, and representatives of foreign governments.

The FSVP curriculum was designed by regulatory, academia, and industry professionals and developed with funding from FDA as part of the FSPCA. In contrast to the Preventive Controls (PC) rules, the FSVP rule does not require you to attend a training program following a “standardized curriculum” recognized by FDA. Attending this course, however, will help you understand the FSVP requirements and how those requirements can be met in your particular circumstance.


This Food Safety Preventive Controls Alliance (FSPCA) Blended Training course was developed to provide an alternative way for individuals to complete the FSPCA Foreign Supplier Verification Programs course. The Blended course consists of 2 parts. Part 1 is online, and Part 2 is instructor-led. Both parts must be completed in order to obtain the certificate of training.


Once you start the Part 1: Online course, you must complete the course in six months to be eligible to attend the Part 2: Instructor-Led course. The Part 2: Instructor-Led course is a one-day face-to-face interactive course using the principles learned from the course materials in the Part 1: Online course. You must complete the Part 2: Instructor-Led in six months after completion of the Part 1: Online course. If you fail to complete either the Part 1 or Part 2 courses within the 6 months, you will be required to re-enroll and pay the registration fees again. There are no extensions granted and no refunds given.

UPDATE! Due to limited availability of FSPCA Part 2 courses, the Alliance has agreed to temporarily extend the completion deadline for the FSVP Part 2 course to 9 months. This change will be in effect until December 31, 2020, with the potential for extending this date pending updates on the pandemic.

Part 2: Instructor-Led course

FSPCA Foreign Supplier Verification Programs Lead Instructor Course

Description: This course provides the Lead Instructor candidate the knowledge and tools needed to perform the duties of a Lead Instructor for the Foreign Supplier Verification Programs course.

The course content is focused on strategies to aid in the effective instruction of the activities and documentation that support the creation and implementation of Foreign Supplier Verification Programs. Administrative tasks for issuing Food Safety Preventive Controls Alliance certificates are also covered as well as a refresher on effective presentation for the adult learner.

Completing this instructor training allows you to deliver the FSPCA Foreign Supplier Verification Programs course as a Lead Instructor.

Prerequisite: Successful completion of FSPCA Foreign Supplier Verification Programs (FSVP) course and must be an approved FSVP Lead Instructor candidate (FSVP Lead Instructor application information below). Please note! At this time the Alliance is not offering separate FSVP Lead Instructor courses, only FSPCA FSVP Combination Courses are currently available. See Combination Course definition below.

FSPCA Foreign Supplier Verification Programs Combination Course
(Participant course plus Lead Instructor course)

Description: This course combines the Foreign Supplier Verification Programs Lead Instructor course and the Foreign Supplier Verification Programs participant course. Detailed course descriptions above.

Prerequisite: Must be an approved FSVP Lead Instructor candidate (FSVP Lead Instructor application information below). Participants must attend the entire 3 days.

FSVP Lead Instructor Application

Current Lead Instructors or approved Lead Instructor Candidates
As a current Lead instructor or approved candidate for FSPCA’s Human or Animal Food courses, you already meet the criteria to qualify as a candidate to become an FSVP Lead Instructor. Therefore, there are two simple steps you can take:

  1. Update your profile in the FSPCA Community indicating your interest (see instructions below), and,
  2. Complete an FSVP Lead Instructor course

After completion of these two steps, you will be an FSVP Lead Instructor and can register your courses using the normal FSPCA registration procedures. For a few months at the beginning of the FSVP rollout, FSPCA will be offering combined courses (a Lead Instructor course coupled with a participant course) since a prerequisite of the Lead Instructor course will be a participant course.

To register your courses after you complete the FSVP Lead instructor course, log in to your Community account, select the Course Registration tab, and click on “New” to open the registration form.

To update your profile:

  1. Log into your FSPCA Community account at:
  2. Click on your name to the right of the Search bar and a menu will open
  3. Select “My Profile” on the menu
  4. Click the edit button to the right of your name
  5. Scroll down and check the box “Consider for FSVP LI
  6. Scroll down and Save

New Lead Instructor Applicants

FSVP Lead Instructor Course Schedule

  2. To register for Lead Instructor courses, click on the date.
  3. It will be important for you to be present at the class for the entire time in order for you to receive your Lead Instructor certificate. Failure to demonstrate understanding of FSPCA training materials through participation in exercises, questions asked, teach back observations may result in you not receiving your Lead Instructor certificate.
  4. If registration for a particular course is not yet open, the link will be disabled.

Because of continued travel and gathering restrictions due to COVID, and for the well-being of course trainers and participants, the FSPCA has cancelled all in-person Lead Instructor courses. The FSPCA is currently evaluating conducting virtual LI courses in the future. Lead Instructors will be notified of any updates as they are available.
